Making a (random) adjustment and rebuilding will make it seem like it is fixed. I've converted my projects using the tool provided by devexpress so the error might come from devexpress 12.2.6 build. You help me a lot! In VS 2010 right click in your solution explorer then click Detected Dependencies and Refresh Dependencies, it sometime resolves the problem. Following the recipe for v22.214.171.124 from MS finally made it work for me: Microsoft Visual Studio Installer Projects Unfortunately we couldn't address all cases of the command line issue for this But it fails now with the same error with VS 2013 on TFS 2013 !
